CALIFORNIA ENVIRONMENTAL QUALITY ACT

The California Environmental Quality Act (CEQA) is the state law that requires the City to evaluate and document the potential environmental consequences of discretionary decision. (See, California Public Resources Code Sections 2100021189.3; and the "CEQA Guidelines" at California Code of Regulations Title 14, Division 6, Chapter 3, Sections 1500015387.) For each item that requires a CEQA determination by the City Council, there is a reference to that determination on this agenda, and more information regarding the CEQA analysis is included in the documents that accompany this agenda. To the exent that City staff determines that particular items are not subject to CEQA, there will be no indication of a CEQA action on this agenda.

All items listed under this section are considered to be routine and will be acted upon with one motion. There will be no separate discussion of these items unless a member of the City Council or the public so requests, in which event, the item will be considered separately in its normal sequence.

  • Recommendation:

    Approve the reading by title and waive the reading in full of all Ordinances on the agenda.

  • Recommendation:
    1. Find that the project is categorically exempt from environmental review under Class 1 of the state CEQA Guidelines section 15301, Existing Facilities and Class 3 section 15303, New Construction or Conversion of Small Structures;
    2. Reject bid and bid protest by Sitka Construction Group;
    3. Authorize City Manager to Award a Contract to A.B. Hashmi, Inc., as the lowest responsive and responsible bidder, for $142,999 for the Construction of the Cays Dog Park Fencing Project (Contract No. 26-CO-EN-1111); and
    4. Authorize the City Manager to execute Change Orders within the project budget.

Comments relating to items on the agenda are taken at the time the items are heard. Any person wishing to address the City Council on items not appearing on this agenda but within its jurisdiction shall give their name and limit comments to three (3) minutes, unless modified by the Chair. Questions allowed to clarify but no responses, discussion or action. Councilmembers are asked to limit their oral reports to three (3) minutes.

  • Recommendation:
    Approve the classification of the following properties in Tier 2 of the Coronado Historic Resource Inventory: 408 5th Street, 620 5th Street, 544 A Avenue, 560 B Avenue, 827 B Avenue, 941 B Avenue, 900 D Avenue, and 966 F Avenue.
  • Recommendation:
    Receive the FY 2027 Wastewater Fee Study, provide direction on the five-year rate structure for future consideration, set a Public Hearing on May 5, 2026 for consideration of updated rates for wastewater services effective July 1, 2026 with increases each July 1st through 2030, and, direct the City Manager to mail the notice of public hearing and proposed rates to all properties.
  • Recommendation:
    Review and approve the FY 2026-27 Annual Report and Management Plan from the CTID Advisory Board; consider adoption of “A Resolution of The City Council of the City of Coronado, California, Declaring its Intention to Continue to Levy Two One-Half Percent (0.5%) Assessments During Fiscal Year 2026-27 on Certain Hotel Businesses Within the Coronado Tourism Improvement District I and Coronado Tourism Improvement District II;” and set a public hearing date of Tuesday, April 21, 2026, for consideration of the continued levy assessment.
  • Recommendation:
    Authorize the City Council ad hoc Border Water Quality Advocacy Subcommittee and confirm Council membership, not to exceed two members.
