CALIFORNIA ENVIRONMENTAL QUALITY ACT

The California Environmental Quality Act (CEQA) is the state law that requires the City to evaluate and document the potential environmental consequences of discretionary decision. (See, California Public Resources Code Sections 2100021189.3; and the "CEQA Guidelines" at California Code of Regulations Title 14, Division 6, Chapter 3, Sections 1500015387.) For each item that requires a CEQA determination by the City Council, there is a reference to that determination on this agenda, and more information regarding the CEQA analysis is included in the documents that accompany this agenda. To the exent that City staff determines that particular items are not subject to CEQA, there will be no indication of a CEQA action on this agenda.

Approval of Reading by Title and Waiver of Reading in Full of Ordinances on This Agenda

• Recommendation:

  Approve the reading by title and waive the reading in full of all Ordinances on the agenda.

Approve Warrants Certified by Treasurer as Correct and Budget-Compliant for FY 2025-26

• Recommendation:

  Approve the Warrants as certified by the City/Agency Treasurer.

Approval of the Minutes of March 3, 2026 Regular and Closed Session Meetings

• Recommendation:

  Approve the Minutes of March 3, 2026, Regular and Closed Session Meetings.

Annual Military Equipment Use Reporting and Approval of Continued Use per Coronado Municipal Code Section 3.68.030 (AB 481)

• Recommendation:
  Review the Police Department’s Annual Military Equipment Report and extend the Military Equipment Use Policy through adoption of a resolution.

Authorize the City Manager to Award Contracts and Change Orders for the Construction of the Alley Replacement / Repairs Project and Associated Support Services Within the Remaining Project Budget; Authorize Additional Appropriation of $295,000 from the Wastewater Fund

• Recommendation:
  1. Find that the project is categorically exempt from environmental review under Class 1 of the state CEQA Guidelines section 15301, Existing Facilities (14 CCR 15301.);
  2. Authorize City Manager to Award a Contract to Miramar General Engineering for $286,095 for the Construction of the Alley Replacement / Repairs Project (CONTRACT 26-CO-EN-1119);
  3. Authorize City Manager to Award Task Orders for Associated Support Services to (1) Hoch Consulting for Construction Management support services ($74,450); (2) Psomas Engineering Inc. for Engineering support services (Up To $50,000); (3) Ninyo and Moore for Testing and Inspection services (Up To $30,000);
  4. Appropriate an Additional $295,000 from the Wastewater Fund to the capital improvement project #25008 for construction; and
  5. Authorize the City Manager to execute Change Orders within the project budget.

Apartment Vacancy Survey

• Recommendation:
  Adopt ”A Resolution of the City Council of the City of Coronado Adopting the 2026 Coronado Apartment Vacancy Factor Pursuant to Subsection 82.40.100(F) of the Coronado Municipal Code.”

Authorization to Award a Comprehensive Landscape Maintenance and Refuse Services Contract for City Facilities, Parks and Medians to Andre Landscape Services, Inc., in the Amount of $1,377,480, Annually

• Recommendation:
  Authorize the City Manager to execute a comprehensive landscape maintenance and refuse management services contract for City parks, facilities, and medians with Andre Landscape Services, Inc. for a term of five years and an annual contract sum of $1,377,480.

Appoint Special Counsel for the November 2026 General Election and Authorize the City Manager to Execute a Professional Services Agreement with Special Counsel to Provide Special Legal Services for Matters Related to the November 2026 General Election to Be Held in the City of Coronado as Required by Coronado Municipal Code

• Recommendation:
  Appoint Helen Holmes Peak, of the firm Lounsbery, Ferguson, Altona, & Peak LLP, as special counsel for the upcoming 2026 General Election and authorize the City Manager to execute the Professional Services Agreement.

832-838 C Avenue – Request for a One-Lot Tentative Parcel Map to Allow for Condominium Ownership of Four Residential Units and Determination that the Project is Categorically Exempt from California Environmental Quality Act Guidelines Section 15332 (PC2025-14)

• Recommendation:
  Determine that the project is categorically exempt under Class 32 of the California Environmental Quality Act (CEQA) Guidelines Section 15332 (In-Fill Development) and adopt a resolution approving a one-lot Tentative Parcel Map at 832-838 C Avenue.

8.a

Council Reports on Interagency Assignments

Questions allowed to clarify but no responses, discussion or action. Councilmembers are asked to limit their oral reports to three (3) minutes.

8.b

Receive an Update on Downtown Beautification Project and Provide Direction as Needed; Authorize an Amended Task Order in the Amount of $458,363 with Psomas for Design of the Downtown Beautification Project Phase 2, a Task Order in the Amount of $23,400 with Hoch Consulting for Constructability Reviews of Construction Documents, and Appropriate an Additional $198,413 from the RMRA Fund (203)

• Recommendation:
  Authorize the City Manager to: (1) execute an amended task order in an amount not-to-exceed $458,363 with Psomas for the design and construction document production of the Downtown Beautification Project Phase 2, (2) execute a task order in an amount not-to-exceed $23,400 with Hoch Consulting for constructability reviews of construction documents, and (3) appropriate an additional $198,413 from the RMRA Fund (203).

City of Coronado Legislative Program Update and Consideration of Letters of Support or Opposition

• Recommendation:
  Receive an update on active State legislation and provide direction on letters of support or opposition for select bills.

8.d

Introduction and First Reading of an Ordinance Amending the Coronado Municipal Code Regarding Conflict of Interest, and Adoption of Resolutions Identifying State-Mandated Ethics and Fiscal Training Rosters

• Recommendation:
  Introduce and conduct the first reading of Ordinance 2026-01 amending Chapter 1.20, Section 1.20.060, Section 1.20.070 (A-P), and Section 1.20.080 (A-B) of Title 1 of the Coronado Municipal Code regarding conflict of interest and adopt resolutions 2026-18 and 2026-19, identifying officials and employees required to complete ethics and fiscal training, respectively.

Consideration of a Resolution Opposing Offshore Oil and Gas Leasing Off the California Coast and the Inclusion of California Outer Continental Shelf Planning Areas in the 11th National Outer Continental Shelf Oil and Gas Leasing Program

• Recommendation:
  Adopt, modify, or take no action on the proposed resolution opposing offshore oil and gas leasing off the California Coast.
