CALIFORNIA ENVIRONMENTAL QUALITY ACT

The California Environmental Quality Act (CEQA) is the state law that requires the City to evaluate and document the potential environmental consequences of discretionary decision. (See, California Public Resources Code Sections 2100021189.3; and the "CEQA Guidelines" at California Code of Regulations Title 14, Division 6, Chapter 3, Sections 1500015387.) For each item that requires a CEQA determination by the City Council, there is a reference to that determination on this agenda, and more information regarding the CEQA analysis is included in the documents that accompany this agenda. To the exent that City staff determines that particular items are not subject to CEQA, there will be no indication of a CEQA action on this agenda.

All items listed under this section are considered to be routine and will be acted upon with one motion. There will be no separate discussion of these items unless a member of the City Council or the public so requests, in which event, the item will be considered separately in its normal sequence.

  • Recommendation:

    Approve the reading by title and waive the reading in full of all Ordinances on the agenda.

  • Recommendation:
    1. Find that the project is categorically exempt from environmental review under Class 1 of the state CEQA Guidelines section 15301, Existing Facilities (14 CCR 15301.);
    2. Authorize City Manager to Award a Contract to Miramar General Engineering for $286,095 for the Construction of the Alley Replacement / Repairs Project (CONTRACT 26-CO-EN-1119);
    3. Authorize City Manager to Award Task Orders for Associated Support Services to (1) Hoch Consulting for Construction Management support services ($74,450); (2) Psomas Engineering Inc. for Engineering support services (Up To $50,000); (3) Ninyo and Moore for Testing and Inspection services (Up To $30,000);
    4. Appropriate an Additional $295,000 from the Wastewater Fund to the capital improvement project #25008 for construction; and
    5. Authorize the City Manager to execute Change Orders within the project budget.
  • Recommendation:
    Adopt ”A Resolution of the City Council of the City of Coronado Adopting the 2026 Coronado Apartment Vacancy Factor Pursuant to Subsection 82.40.100(F) of the Coronado Municipal Code.”
  • Recommendation:
    Authorize the City Manager to execute a comprehensive landscape maintenance and refuse management services contract for City parks, facilities, and medians with Andre Landscape Services, Inc. for a term of five years and an annual contract sum of $1,377,480.

Questions allowed to clarify but no responses, discussion or action. Councilmembers are asked to limit their oral reports to three (3) minutes.

  • Recommendation:
    Authorize the City Manager to: (1) execute an amended task order in an amount not-to-exceed $458,363 with Psomas for the design and construction document production of the Downtown Beautification Project Phase 2, (2) execute a task order in an amount not-to-exceed $23,400 with Hoch Consulting for constructability reviews of construction documents, and (3) appropriate an additional $198,413 from the RMRA Fund (203).
  • Recommendation:
    Introduce and conduct the first reading of Ordinance 2026-01 amending Chapter 1.20, Section 1.20.060, Section 1.20.070 (A-P), and Section 1.20.080 (A-B) of Title 1 of the Coronado Municipal Code regarding conflict of interest and adopt resolutions 2026-18 and 2026-19, identifying officials and employees required to complete ethics and fiscal training, respectively.
