CALIFORNIA ENVIRONMENTAL QUALITY ACT

The California Environmental Quality Act (CEQA) is the state law that requires the City to evaluate and document the potential environmental consequences of discretionary decision. (See, California Public Resources Code Sections 2100021189.3; and the "CEQA Guidelines" at California Code of Regulations Title 14, Division 6, Chapter 3, Sections 1500015387.) For each item that requires a CEQA determination by the City Council, there is a reference to that determination on this agenda, and more information regarding the CEQA analysis is included in the documents that accompany this agenda. To the exent that City staff determines that particular items are not subject to CEQA, there will be no indication of a CEQA action on this agenda.

All items listed under this section are considered to be routine and will be acted upon with one motion. There will be no separate discussion of these items unless a member of the City Council or the public so requests, in which event, the item will be considered separately in its normal sequence.

  • Recommendation:

    Approve the reading by title and waive the reading in full of all Ordinances on the agenda.

  • Recommendation:
    Adopt “A Resolution of the City Council of the City of Coronado, California, Authorizing the Receipt and Appropriation of the Fiscal Year 2025-26 Ride to Live Motorcycle Education Grant Funds from the California Office of Traffic Safety (OTS) in the amount of $40,000;” and authorize the City Manager to enter into an agreement with San Diego State University (SDSU) and National City for assistance with Ride to Live events, reimbursable through OTS grant funding.
  • Recommendation:
    Determine that the proposed ordinance is exempt from CEQA review based upon the common sense exemption under State CEQA Guidelines Section 15061(b)(3) and under exemptions for actions to protect natural resources and the environment under CEQA Guidelines sections 15307 and 15308, and adopt Ordinance No. 2025-08, “An Ordinance of the City Council of the City of Coronado, California, amending Chapter 36.28 of the Coronado Municipal Code related to Polystyrene and Single-Use Plastics Regulations.”
  • Recommendation:
    Award a Professional Services Agreement to McCarty Event Lighting for holiday tree lighting services for a five-year term in accordance with Coronado Municipal Code 8.05.020 (D).
  • Recommendation:
    Authorize the City Manager to execute an amendment to the legal services agreement with the Law Office of Ellen F. Gross, APC for independent counsel to the City’s Civil Service Commission for a not to exceed amount of $300,000.

    Provide direction on the preferred plaque text and bench location and authorize staff to proceed with installation.
