CALIFORNIA ENVIRONMENTAL QUALITY ACT

The California Environmental Quality Act (CEQA) is the state law that requires the City to evaluate and document the potential environmental consequences of discretionary decision. (See, California Public Resources Code Sections 2100021189.3; and the "CEQA Guidelines" at California Code of Regulations Title 14, Division 6, Chapter 3, Sections 1500015387.) For each item that requires a CEQA determination by the City Council, there is a reference to that determination on this agenda, and more information regarding the CEQA analysis is included in the documents that accompany this agenda. To the exent that City staff determines that particular items are not subject to CEQA, there will be no indication of a CEQA action on this agenda.

Approval of Reading by Title and Waiver of Reading in Full of Ordinances on This Agenda

• Recommendation:

  Approve the reading by title and waive the reading in full of all Ordinances on the agenda.

Approve Warrants Certified by Treasurer as Correct and Budget-Compliant for FY 2025-26

• Recommendation:

  Approve the Warrants as certified by the City/Agency Treasurer.

Approval of the Minutes of September 16, 2025 Regular and Closed Session Meetings

• Recommendation:

  Approve the Minutes of the September 16, 2025 Regular and Closed Session Meetings.

Adopt “A Resolution of the City Council of the City of Coronado, California, Authorizing the Receipt and Appropriation of the Fiscal Year 2025-26 Ride to Live Motorcycle Education Grant Funds from the California Office of Traffic Safety in the amount of $40,000”

• Recommendation:
  Adopt “A Resolution of the City Council of the City of Coronado, California, Authorizing the Receipt and Appropriation of the Fiscal Year 2025-26 Ride to Live Motorcycle Education Grant Funds from the California Office of Traffic Safety (OTS) in the amount of $40,000;” and authorize the City Manager to enter into an agreement with San Diego State University (SDSU) and National City for assistance with Ride to Live events, reimbursable through OTS grant funding.

Second Reading and Adoption of an Ordinance of the City Council of the City of Coronado, California, Amending Chapter 36.28 of the Coronado Municipal Code Related to Polystyrene and Single-Use Plastics Regulations

• Recommendation:
  Determine that the proposed ordinance is exempt from CEQA review based upon the common sense exemption under State CEQA Guidelines Section 15061(b)(3) and under exemptions for actions to protect natural resources and the environment under CEQA Guidelines sections 15307 and 15308, and adopt Ordinance No. 2025-08, “An Ordinance of the City Council of the City of Coronado, California, amending Chapter 36.28 of the Coronado Municipal Code related to Polystyrene and Single-Use Plastics Regulations.”

Authorize the City Manager to Execute a Professional Services Agreement with McCarty Event Lighting for Holiday Tree Lighting Services

• Recommendation:
  Award a Professional Services Agreement to McCarty Event Lighting for holiday tree lighting services for a five-year term in accordance with Coronado Municipal Code 8.05.020 (D).

Filing of the Treasurer’s Reports on Investments for the City and the Successor Agency to the Community Development Agency for the City of Coronado for the Quarter Ending June 30, 2025

• Recommendation:
  Examine the quarterly reports on investments and direct them to be filed.

Authorize the City Manager to Execute an Amendment to the Legal Services Agreement with the Law Office of Ellen F. Gross, APC

• Recommendation:
  Authorize the City Manager to execute an amendment to the legal services agreement with the Law Office of Ellen F. Gross, APC for independent counsel to the City’s Civil Service Commission for a not to exceed amount of $300,000.

465-467 E Avenue – Request for One-Lot Tentative Parcel Map to Allow for Condominium Ownership of Two Residential Units and Determination that the Project is Categorically Exempt from the California Environmental Quality Act Guidelines Section 15332 (PC2025-08)

• Recommendation:
  Determine that the project is categorically exempt under Class 32 of the California Environmental Quality Act (CEQA) Guidelines Section 15332 (In-Fill Development) and adopt a resolution approving a one-lot Tentative Parcel Map at 465-467 E Avenue.

Public Hearing: Consideration of Application for Historic Resource Preservation (Mills Act) Agreements for Two (2) Previously Designated Historic Resources

• Recommendation:
  Approve Mills Act Agreements for 1027 Adella Avenue and 680 Glorietta Boulevard.

Glorietta Bay Marina Berthing Slip Fees

• Recommendation:
  Adopt a Resolution “Adopting a Berthing Slip Fee Structure for the Glorietta Bay Marina”.
